If my understanding is right, FSS was created in 1986 (the same year I was born in); only, this nascent manga interest is crushed by an oblivious Ottawan salesmanship of Japanimation. Chapters (big-box book store) doesn't carry it, in spite of the "out-of stock" tags on their website. So, what about the internet (Ebay doesn't cut it)?

Seeing the film isn't enough!

The translated manga has traditionally been offered only in the Kinokuniya bookstores by an exclusive agreement (for reasons I know not). A few issues are available on amazon and I've seen one or two in the local Borders, but they have things like 11, 25, 23. (Don't try to read it like that; you'll be insanely confused.) I've usually just had to wait until I can visit a con or a city with a Kinokuniya in it.
What's the likelihood of personally going to a Kinokuniya bookstore and puchasing all the volumes out so far (I think arcs 11 and 12 are yet to be translated)? The Kinokuniya website (US branch) doesn't offer a lot of volume variety.
Actually, probably pretty good. I've been to the one in New York a few times and they always had them. The LA branch even carries some of the artbooks and 'Tales of Joker' now. 25 was the last volume out, if I recall rightly. If you want to make sure before you go, phone or email the particular store; they're usually pretty helpful and can check the stock and/or order books for pick-up.
